Position Summary
The Head of Governance Operations serves as the chief operating executive for Próspera public administration functions. This role is responsible for delivering government services—business registration, residency processing, property recording, and regulatory administration - to a jurisdiction of a few hundred people, but that is looking to grow to many thousands.
Core Responsibilities
Registry & Administrative Services Oversee all registry operations including entity formation, residency applications, and property transactions. Establish processes that reduce administrative timelines from months to days while maintaining regulatory integrity.
Digital Platform Development Define functional requirements for Próspera's e-governance platform, encompassing permitting, tax administration, and dispute resolution systems. Coordinate with technical teams to ensure the platform delivers efficient, transparent services to residents and businesses.
Regulatory & Legal Compliance Ensure organizational and resident compliance with the Próspera Charter, ZEDE Organic Law, and applicable Honduran federal regulations. Coordinate closely with the ZEDE Technical Secretary and his team. Develop standard operating procedures for consistent rule application.
Financial Performance Manage the governance operations budget and develop sustainable revenue models. Target self-sufficiency through service fees in the range of $500–2,000 annually per resident.
Team Development Recruit, train, and lead a governance operations team of 5–15 professionals scaled to jurisdictional growth.
Candidate Profile
Operations leadership experience in a startup, municipal government, or regulatory environment
Demonstrated ability to build systems and processes in ambiguous, early-stage settings
Alignment with Próspera's mission of governance innovation and individual liberty
Willingness to be based in Honduras or maintain extended on-site presence
